October 2020 Meeting Minutes

The regular monthly meeting of the Mayor and the Board of Commissioners was held on October 13, 2020 at the Stovall Town Hall following the Public Zoning Hearing at 6:00 pm Mayor Janet C. Parrott present and presiding Board Members Present: Commissioner Dale Hughes, Commissioner Doug Lunsford Jr., Commissioner Carl Roberts, Commissioner Ricky Sneed, Commissioner Michael Williford Clerk Present: Sandra B. Williford Police Chief Present: Craig Williams Approval of Minutes: Commissioner Dale Hughes made a motion to accept and approve September 2020 minutes as submitted. Commissioner Ricky Sneed seconded the motion. The motion carried unanimously. Police Report: Chief Craig Williams gave an activity report for the police department for the month. Activity was as follows: 278 miles of patrol 4 reports 2 citations Chief Williams stated that Crime Stoppers were meeting on October 30 at 11:30 at the Expo Center. Officer Steve Hayes will accept the Officer of the Year Award for the Stovall Police Dept. Water Report: Commissioner Doug Lunsford Jr. reported that the amount of water unaccounted for was 17% for the month. Streets: It was reported that the pipe on School St. did not need replacing. Therefore, the cost of repairs to the streets were less than expected. Public Hearing/Visual Blight Ordinance: Commissioner Dale Hughes made a motion that the Public Hearing for the proposed Visual Blight Ordinance be scheduled for the November monthly meeting. Commissioner Carl Roberts seconded the motion. The motion carried unanimously. YouTube Live: Commissioner Dale Hughes made a motion that he record the meetings on YouTube Live. There was no second, and the motion died. Water Billing Practices: Commissioner Dale Hughes asked questions about past customers that might want water service but had a balance due from a prior account. There was some discussion about the current policy. Budget/General Fund: Commissioner Michael Williford reviewed the General Fund Budget with the Board. Gazebo at Park: Commissioner Ricky Sneed stated that the work to the Gazebo had been completed. Adjournment: There being no further business, Commissioner Hughes made a motion to adjourn the meeting.
